Coaches will not make a lateral move to another team, they must move up to the next position - so you are correct, you can only hire position coaches from the unemployed coach pool. The flip side of that is that if a team does move a coach up to replace a coach, there will be at least one sim where that coach is available as an unemployed coach; during early free agency you might keep a watch on the transaction log or do a daily search for coaches to see who has become available.
