1. QB Frank White (Texas A&M) White is the greatest player to declare for transfer in NCAA history considering the positional importance of Quarterback. With the largest contract ever given to a collegiate athlete, White will join the Aggies with huge expectations. Unfortunately White hasn't been able to maximize his huge talents while attending Iowa and may never quite live up to his potential. For him to succeed he will need to curtail the high number of interceptions and bad decisions he's made. Still a rising star, White is a monster signing for a program looking to win the SEC West.

2. QB Randy Williams (Navy) Williams is by far the better talent than White but due to his age he comes in at #2. A sure fire Hall of Famer, Williams has been a top tier leader for one of the best programs in the nation. While he was pivotal in 7 straight Big-12 Championships, the ultimate prize has always been just out of reach. A combination of athleticism and arm talent, the former Oklahoma St. Cowboy decided it was time for a move. While Navy are known to splash the cash on transfers they have yet to turn their money into titles. The Middies have been looking for an elite arm since their Hall of Fame QB James Sherwood graduated in 2020.

3. RB/WR Terry Pauli (Kentucky) The two-time Doak Walker award winner joined teammate Randy Williams in the hunt for a new home. Pauli is listed as a WR due to his size but he has been the league's ultimate playmaker. An incredible runner and catcher Pauli still has a few good years left on a sensational career. Some question if he will start to see his elite speed and athleticism deteriorate as he ages but there's no questions about his leadership and playmaking ability. Kentucky will find a place for Pauli, most likely as a slot WR.

4. WR Steven Gartman (Georgia) For the second year in a row Georgia has pulled up the Brinks truck to sign an aging WR on transfer. While O'Malley never quite lived up to the contract, I think Gartman is going to be more versatile. He is an elite returner, runner and wideout that has proven to be one of the top weapons in the Big Ten. He's lightning fast but is up in years which might see his elite speed start to decline. Still like the signing especially with Smitherman only having two years left of eligibility in Athens. Georgia needs to give the fans something to cheer for and Gartman is a good start.

5. LB Julius Mills (USC) One of my favorite linebackers at Texas Julius Mills was a leader in Austin for many years. The former 1st Team All-American has all the skills to excel in coverage as well as getting after the QB. He may not be as quick or fast as he was in the past but he makes up for it with his discipline and intelligence. The reigning National Champions are excited to bring in a top tier talent at a position of need.

6. CB Matthew Robinson (Georgia) A very busy couple days for Georgia as they added another top tier talent in defensive back Matthew Robinson. Robinson has everything you look for in a quality db. He has been a solid contributor during his time in Kansas but lacked the ball hawk skills to put him on the next level. Georgia is looking to pair Robinson with All-American Ryan Hensel and combat the great passing attacks in the Super Conference. I do think it's always a gamble handing out big money to aging players especially at the speed needy positions but Robinson is an immediate upgrade and should make a big impact.

7. DE Joseph Briggs (LSU) Briggs is a very polarizing player that got a lot of mixed reviews across the land. Based on skill set and physical traits alone Briggs is as good as they come. His production hasn't always matched his greatness though and the obvious result is he's never had a season with double digit sacks. Why is he on this list then? Well he accumulated 7 sacks last year at USC despite missing over half the season and once healthy went on a tear in the post season piling up another 6 sacks in 3 games. He was unstoppable and may just be hitting his stride. LSU adds Briggs and DT Robert Murphy this offseason to a line that already has Roberto Saucedo. The Tigers are coming after the qb and could boast the best defensive line in the nation.

8. DT Daniel Young (Navy) Young is the third Oklahoma St. product to be jettisoned out the door. Young in his heyday was the gold standard at the DT position piling up sacks at a remarkable rate. His production has slowed this past season despite still having the necessary skills to be productive. He joins former teammate Jonathan Cleaver in the middle of the Navy line. The two were a remarkable duo especially in 2022 when they combined for 34 sacks from the interior.

9. SS Charles Orenstein (Oregon) Not only did Kansas lose Robinson to Georgia but starting safety Orenstein has decided to transfer to Eugene. Not a big name like some of the top 10 transfers but Orenstein has been a tackle machine in Lawrence. He is good for 100 tackles and a few interceptions in most years. He will bring a much needed veteran presence to the Duck back end and hopefully help out a defense that really struggled last season. With two years of eligibility still left i think Orenstein will prove to be a valuable addition that gets overlooked.

10. DT Neville Walton (Miami) Despite the fact that Walton is about to suit up for his fourth team in his illustrious career, he's by no means a journeyman. Walton has a mean streak that has been on display for all of his career. He is closing in on 100 career sacks and was re-energized last year in Tuscalusa by a run to the title game. The staff used Walton at DE and he grabbed 11 sacks as a result. He's a versatile bulldozer that has been one of the better players for much of his career. I think his success in Miami will be determined on how he's used but there's no denying just how great he's been in the past.
