Rules question regarding 11th year FA/ transfers

Say a team releases an 11th year player like they're supposed to. That player clears waivers (which all 11 year transfers should)...and then clears all 3 FA signing periods.
Can the team that released him then sign him back or does he sit out his final year of eligibility?

He's not eligible to go back to the school that he graduated from after his 11th year
