"Great news, guys! I discovered a passing play that contains a weird AI glitch that causes the defenders to all stand still and not do anything. You can call it 9 times per game without an overuse penalty and add 9 long TDs each game."

Me: "Maybe we should all agree not to use that play."

We disagree. You say the punt block is unstoppable. I say it takes a special set of players to perform, and it's very stoppable, if you try at all. Even teams that don't try stop it about half the time. What it isn't is 100% stoppable.

The biggest positional vacancy is ST coach. **** Vermeil and Marv Levy both started out as ST coaches under George Allen, quoted in the OP.

The second biggest vacancy I've found is for blockers (both run and pass) with the speed and agility of receivers. It's what I try to train and build around, and not just on ST.

Admittedly, it is some what of a challenge to find good NFL related writeups...wiki is basic af. That said, going through what I stumble upon, working in what POS and Attributes NFL coaches horn in on based on what little i knew of ST and what much I have found - though it is hard to find material- esp when it comes to actual NFL level info.

What I did last season - to counter on the return side, was define my K/P returner by weights (gonna hold onto that info for now but when Im settled on them ill provide guidelines) surrounded by a linebacker wedge. It's worked well for both KR and PR as a counter.
...also, punt timing matters.
My punter is at 100 for timing, str and accuracy, with a good splash of Discipline and intelligence (da wind! da rush! lmao).
Honestly thinking timing is # 1, acc #2, and str # 3 atm but still fracking around with "how much vs how often each matters" data.
A good team shouldnt be punting long often, but from mid field - which in my case means Accuracy and intel over str. Seems every punter averages +40ypp anyway....
Which means punters are a pin and placement position...
Still working on it though, the above is just my basic and far from final thoughts after 1 season in 4.5 of focus.

Weights for punter skills are going to be very dependent on the team and age of the league.

If it's a team I just picked up from AI ****, booming kicks are great, I want punt strength.

If it's a new league, I have a preference for current timing for my first season punter (prime time for blocks), while I look for a better long term one.

I have a few teams that aren't consistently in the playoffs yet, and their average drive ends around midfield. For those, I want that guy who can consistently land it at the five with a sideways bounce.

And how do you identify those?

I recently dumped by 85 punter (90+ all 3 categories) for a rookie with more upside and even though the rookie is still just in his 70s, he generally seem to be doing better. I can't quite decide if it's because there's more room for random (with worse skills) or what really does it.
