When this league was formed (I worked with Bryson quite a bit on this in the beginning). It was on the basis of being "restrictive" in many instances. No trading being the 1st and foremost. When we started there wasn't even an option for that as an admin, so it was laid out in the League Rules. Along with several other things like 11yr career max, 1 yr transfer for example.
In the case of the Contract Offer screen, it wasn't widely known that you could "juice" the offer by doing it manually - and everyone for the most part simply maxed out the sliders when 'going-for-it' in trying to get a good FA and it was up to RNG (or whatever logarithm) to determine what team would get the player. Of course a few seasons in, some people became privy to the work-around, which drove the RULING for not manipulating around the interface manually.
As for your comparison to the Contract Renegotiation wizard. Prior to the forming of this League, it was a long known fact that using it would destroy a team's cap in no time. And anyone coming into this league (new) that didn't know about Jsid's contract tool - was informed and encouraged to use it in order to NOT destroy their team's cap. So that just made sense. (And does to this day for ANY league)
Using Gameplan Rules truly ARE a part of this game and using them isn't exploiting, so I don't see the relevance in that comparison.
In general. This league was born on restrictions, in order to level the playing field as much as possible. And for the first 10-15 seasons, almost everyone was onboard and understood that. The longer we go and the more new folks come in - the less they are aware of that and don't necessarily see the purpose. And I think THAT is the thing that is coming to light the most with this topic and others like it.
